National Development and Reform Commission, the Bureau of Energy issued a document: allow wind, light supporting projects to be built by power generation enterprises
On July 5, the National Development and Reform Commission and the National Energy Administration jointly issued the Notice on Matters Related to Investment and Construction of New Energy Supporting Projects. The circular pointed out that the unsynchronized construction of new energy units and matching delivery projects will affect new energy grid connection and consumption. Local governments and relevant enterprises should attach great importance to the construction of new energy matching projects, take concrete actions to solve the problem of grid connection and consumption as soon as possible, and meet the rapidly growing demand for grid connection and consumption.
Considering the overall planning and operation needs, priority should be given to power grid enterprises to undertake the construction of new energy matching delivery projects to meet the grid-connected demand of new energy and ensure that the delivery projects match the progress of power supply construction. Combined with the characteristics and construction cycles of different projects, the construction schedule of grid sources is well connected, and the synchronous planning, approval, construction and operation of power supply projects such as wind power and photovoltaic power generation and supporting delivery projects are ensured, so as to achieve the coordinated development of power supply and power grid. Power generation enterprises are allowed to invest in the construction of new energy supporting projects that are difficult for power grid enterprises to build or do not match the planned and constructed time sequence, so as to relieve the pressure on the rapid development of new energy to be connected to the grid. Power generation enterprise construction supporting delivery project should be fully demonstrated, and completely voluntary, can be built jointly by several enterprises, can also be built by one enterprise, many enterprises share.

Under the background of carbon peak and carbon neutral, the installed capacity of wind power and photovoltaic power generation will grow rapidly, and grid consumption will become more and more important. In order to better promote China’s energy transformation, meet the rapidly growing demand for new energy, and avoid power supply projects such as wind power and photovoltaic power generation becoming factors restricting the development of new energy, the relevant matters are hereby notified as follows:
First, attach great importance to the influence of power supply matching delivery project on new energy grid connection. In order to achieve the goal of carbon peak and carbon neutral, we need to further accelerate the development of wind power, photovoltaic power generation and other non-fossil energy. The asynchronization of the construction of new energy units and supporting delivery projects will affect the grid connection and consumption of new energy. All localities and relevant enterprises should attach great importance to the construction of new energy supporting projects, take practical actions to solve the contradiction of grid connection and consumption as soon as possible, and meet the rapidly growing demand of grid connection and consumption.
II. Strengthening the overall planning and coordination of power grids and power supplies. Overall resource development conditions and power supply delivery channels, scientific and reasonable selection of new energy distribution points, do a good job of new energy and matching delivery project unified planning; Considering the overall planning and operation needs, priority should be given to power grid enterprises to undertake the construction of new energy matching delivery projects to meet the grid-connected demand of new energy and ensure that the delivery projects match the progress of power supply construction. Combined with the characteristics and construction cycles of different projects, the construction schedule of grid sources is well connected, and the synchronous planning, approval, construction and operation of power supply projects such as wind power and photovoltaic power generation and supporting delivery projects are ensured, so as to achieve the coordinated development of power supply and power grid.
3. Power generation enterprises shall be allowed to construct new energy matching and outgoing projects. Power generation enterprises are allowed to invest in the construction of new energy supporting projects that are difficult for power grid enterprises to build or do not match the planned and constructed time sequence, so as to relieve the pressure on the rapid development of new energy to be connected to the grid. Power generation enterprise construction supporting delivery project should be fully demonstrated, and completely voluntary, can be built jointly by several enterprises, can also be built by one enterprise, many enterprises share.
Fourth, do a good job of supporting projects buyback work. The new energy supporting projects constructed by the power generation enterprises may be bought back by the power grid enterprises at an appropriate time according to law and regulations upon mutual agreement between the power grid enterprises and the power generation enterprises through negotiation.
V. Ensuring the safety of new energy grid connection and consumption. The change of investment and construction contractor only involves the change of property right, and the operation mode of dispatching remains unchanged. Each investment entity shall do a good job in the operation and maintenance of the supporting delivery project to ensure the safe operation of the system.
Local governments are requested to attach great importance to the integration of new energy into the grid, work with relevant power grids and power generation enterprises to make scientific plans, strengthen supervision, simplify approval and filing procedures, standardize procedures, and reasonably identify contractors to meet the needs of high-quality development of new energy.
